What included internet does and does not decide

A line on the lease is not a broadband label. The building can include service and still leave you with one company.

Internet included with the rent is often bulk billing: the building buys service for many units, and you pay a share. The FCC consumer FAQ, re-read Nov 2, 2026, says bulk billing is not generally prohibited. It also says a landlord may still allow only one company. Get the label for the included service, and ask whether you may order your own.

Three different things people call included

“Included” is a lease word. It can mean three arrangements that do not behave the same way on move-in day. Name which one the lease describes before you treat it as a plan you chose.

The first row is the FCC’s subject. The FAQ says bulk billing arrangements, where tenants pay a share for broadband to every unit, are not generally banned. What is banned is a bulk contract that also gives one provider the exclusive right to reach and serve the building. A building can bill you for shared service and still be inside that rule. A building can also be outside it. You cannot see which from the rent amount.

The rules bind the provider, not the landlord. That is why a legal bulk deal and a one-company building can both exist. Internet in an apartment building is the page for the rule itself: exclusive access, marketing disclosures, and inside wiring. How to choose a connection is the comparison once a second company is allowed. This page is the choice in front of the lease: use what is included, order your own, or do both if the building allows it.

Read the label, not the rent line

A lease can say internet is included and still hide the only facts that change the choice: upload, a data allowance, whose gateway it is, and what happens when you want a different company. Ask for the broadband label of the included service. If the landlord cannot produce it, ask the provider named in the lease.

A headline offer is not the whole arrangement. On the seven public offer pages in this site’s Sep 21, 2026 audit, promotional clocks and equipment lines were separate facts. One sampled fiber offer described a long service price lock while the gateway had its own shorter clock. Another required AutoPay and paperless billing for the rate on the page. An included perk can be built the same way: fine in month one, different when the perk ends, and silent about the gateway. The full cost of home internet is the worksheet. Put the included service in one column and a confirmed alternative in the other. Leave any unstated later price blank.

Do not invent a savings number by subtracting the rent from a bill you used to pay. The included line may be a share of a building contract, a taxable fee, or a perk that expires when the lease renews. Write what the lease actually says the fee covers. If it does not say, the honest entry is “not stated.”

Equipment matters as much as the monthly line. If the gateway is in a locked closet you cannot reach, an outage is a landlord ticket, not a provider ticket you can open yourself. If the gateway is in your unit and the account is in your name, you can usually see the label in the account. Ask which of those you are walking into. Our equipment guide covers renting versus buying when the account is yours. It does not cover a gateway you are forbidden to touch.

When you can still order your own

Ask the landlord, in writing, whether a second provider may serve your unit. The FCC FAQ says a landlord may refuse, and may leave only one company. That refusal is not, by itself, the violation the FAQ describes. A provider, on the other hand, may not take a contract that grants exclusive access to the building.

Exclusive marketing is a narrower deal. The Federal Register notice of Aug 22, 2022 says the disclosure must explain that an exclusive marketing right does not mean the provider is the only one that can serve the building. New contracts had to say so from Aug 22, 2022. Existing contracts had to say so from Sep 26, 2022. If a poster in the lobby implies there is no other choice, ask whether that poster is marketing or a real ban. The apartment page has the complaint path if the provider’s contract is the problem. A landlord’s “no” is a leasing fact you price, not a docket you file on moving day.

If a second company is allowed, check the unit, not the ZIP code. Check internet before you move is the sequence: the provider’s address result, the install date, and a fallback if the visit slips. If no wire will be allowed in, a fixed wireless or satellite offer is a different product. Where Starlink serves is the coverage page for that satellite service, and it is not a promise the building will permit a dish. Ask about the dish or the receiver before you order it.

Paying for included service and paying for your own line at the same time is sometimes the rational choice, and sometimes it is a duplicate bill. It is rational when the included Wi-Fi fails the room where you work and the landlord will not fix it before your start date. It is a duplicate when the included service already meets the label you needed and you ordered a second line out of habit. Price both for the months on the lease, including any fee for ending the second line early. If the second provider will not confirm the unit, do not count that line as a backup.

What to save before you sign

Save four notes with the lease draft. They are short on purpose.

  • The provider named in the lease, and whether the account will be in your name.
  • Whether other providers may serve the unit, and who answered.
  • The label, or the sentence “label not provided,” with the date.
  • Who you call when the connection fails, and whether you can reach the gateway.

Bring those notes to the address check. A building that includes service can still be the right home. The mistake is signing as if the word “included” answered the label, the upload, and the right to switch. It answers none of those by itself.

If the included service is the household’s only internet, and someone in the home is applying for Lifeline, ask USAC’s question about one benefit per household before you assume the building’s service and a Lifeline discount can stack. That program question lives on the lower-cost page. It is not a building rule. Keep the two files separate.

What to do next

Check plans at your address if a second provider is allowed, and keep the included service in the comparison until you have both labels. If the building will not allow another wire, Order now only after you also have permission for the dish. Our methodology does not treat a lease perk as a measured speed.

Common questions

Is internet included with the rent the same as one provider for the building?

Not always. Bulk billing can charge every unit for a shared service, and the FCC FAQ re-read Nov 2, 2026 says that kind of billing is not generally prohibited. A landlord may still refuse other providers. Ask which of those applies to your unit, in writing, before you treat the lease line as your only choice.

Does the FCC force the landlord to let me order my own internet?

No. The consumer FAQ says the rules bind providers, not landlords. A landlord may leave only one company. A provider may not take exclusive access to the building. Those are different limits. The apartment guide covers the provider rules. This page is the lease choice.

Should I still compare a second offer if internet is included?

Yes, when the building allows a second provider or when you do not yet know if it does. On this site’s Sep 21, 2026 audit, a headline offer and the equipment line could run on different clocks. Get the included service’s label, and get a confirmed alternative at the unit, before you decide the included line is enough.

Who do I call when included internet goes down?

Ask before you sign. If the account is in your name, you call that provider. If the gateway sits in a locked closet and the account is the building’s, the landlord is the first call. Write down which one the lease names. A label you cannot see and a gateway you cannot reach are part of the cost of the included service.
